    The Equal Employment Opportunity Commission (EEOC) announced that it will delay until March 2021 collection of EEO-1 Component 1 information—which asks for the number of employees who work for a covered business sorted by job category, race, ethnicity and gender.

    As the coronavirus pandemic forced millions of Americans to suspend their normal daily activities and stay at home, huge swaths of the economy—airlines, hotels, restaurants, stores and even doctors’ offices—lost billions of dollars in income. The widespread commitment to public safety has had a catastrophic impact on the economy. As of late April, 30 million Americans had filed for unemployment benefits—the most dramatic rise in claims ever recorded. Virtually all of the job gains made in the decade since the Great Recession were erased in a matter of weeks.

    Despite the passage of historic economic relief legislation that includes hundreds of billions of dollars in forgivable loans to businesses that keep their employees on payroll through the downturn, there’s mounting evidence that the job cuts are far from over. A research brief issued by the Federal Reserve Bank of St. Louis in late March estimated that more than 47 million Americans could be laid off by the end of the second quarter of 2020.

    For many organizations, staff cuts provide a first line of defense against financial devastation. But business leaders contemplating layoffs, as well as when to recall employees, must work through myriad strategic considerations and navigate a complex tangle of federal and state laws governing pay, benefits and notice requirements. The decisions they make now will affect the ability of their businesses to recover as the economy rebounds.

    As coronavirus-related claims for unemployment insurance reach historic levels, state systems are overwhelmed, laid-off workers are frustrated, and anxiety is mounting.

    Employers can't solve all these problems, but they can provide support to make the employees' transition as smooth as possible. That begins by recognizing there may be a stigma around collecting unemployment benefits even in these unique times.

    "For generations it's been embedded in our culture that it's shameful to collect unemployment," said Deb Best, SHRM-SCP, a consultant near Schenectady, N.Y. "As HR professionals, we have to help normalize it. Read more.

    The SHAPE year-end report is a checklist of 12 items in two parts. Completing all items in Section 1 is required of all Chapters to remain in "good standing." Section 2 is optional however, all items in Section 1 and Section 2 must be completed to qualify for an Excel Award. If you have completed Sections I and II of the 2019 Chapter or State Council SHAPE report, you have the option to apply for an Excel Award. We are now accepting applications for Excel Awards, and the deadline has been extended to April 15, 2020 (previously March 15, 2020). 

    Note: Your Excel Award application may be submitted following successful submission of both Section I and II in SHAPE. Updates have been made to the 2020 workbooks, reflecting affiliate activities and initiatives undertaken in 2020; 2020 Chapter and State Council SHAPE workbooks reflecting these changes are coming soon.

    EXTENDED: Student Chapter Merit Award and Student Chapter Advisor Impact Award Application New Deadline: April 30, 2020.

    To be eligible for a Student Merit Award, all Chapters must complete all items in Section 1 and 2A of the planning workbook, complete the minimum number of activities designated for the award sought in 2B of the planning workbook and submit a year-end report by April 30, 2020 (previously April 15, 2020). For additional details, please visit the VLRC.

    In addition, the Student Chapter Advisor Impact Award deadline has been extended to April 30, 2020.

    The Families First Coronavirus Response Act (FFCRA or Act) requires certain employers to provide employees with paid sick or family leave for specified reasons related to COVID-19. The Department of Labor’s (Department) Wage and Hour Division (WHD) administers and enforces the new law’s paid leave requirements. These provisions will apply from the effective date through December 31, 2020. Read more.
